SUBJECT:                     Adopt Resolution Delegating the County Public Works Director Authority to Enter into a Cooperative Work Agreement with Caltrans to Extend the Deadline for Lapsing Funds on the Middle Creek Bridge Rehabilitation Project along Rancheria Road in Upper Lake, CA

 

EXECUTIVE SUMMARY:

BACKGROUND / SUMMARY

The proposed bridge structure improvements were programmed in May 2011, for rehabilitation as part of the Highway Bridge Program, consisting of improvements to each of the three rows of piers supporting the existing bridge deck. During the design of these improvements, the bridge was cleared of its Structurally Deficient (SD) rating as part of an April 2012 bridge inspection report which corrected a previous error in coding. Caltrans notified Lake County of this error and requested that it cease working on this project on August 8, 2014. Lake County provided a final report of expenditures, in October, 2015. Caltrans processed the final report of expenditures which required FHWA approval. FHWA would not approve closing this project without either completing construction or complete reimbursement of all expenses to date. Caltrans and the FHWA agreed that this project was too advanced in the design phase to cancel the project and it was decided to restart the project in November 2016. New design engineering services contracts were signed in January 2019 and project design restarted in June 2019.

ENVIRONMENTAL

This action is not a project as defined in Section 21065 of the California Environmental Quality Act (CEQA), because the Middle Creek Bridge Rehabilitation project along Rancheria Road will have its own independent environmental documents and this Cooperative Work Agreement does not commit the County to any definite course of action that could impact the physical environment.

FISCAL IMPACT (Narrative):

This project is 100% funded for construction with state and federal funds. The Federal Highway Administration (FHWA) and Caltrans offer Federal Highway Bridge Program (HBP) funds and California Toll Credits to eligible projects. The FHWA, in an agreement with Caltrans, provides for the use of toll credits in lieu of local matching funds. The extension of these Federal Grant funds will continue to fund this project.

Staff recommends that the Board of Supervisors Adopt Resolution delegating to the County Public Works Director authority to enter into a Cooperative Work Agreement with Caltrans to extend the deadline for lapsing funds on the Middle Creek Bridge Rehabilitation Project along Rancheria Road in Upper Lake, California.
