SUBJECT: Discussion and Consideration of the Community Assistance Visit Corrective Action Plan
EXECUTIVE SUMMARY:
On March 28, 2019 the California State Department of Water Resources (DWR) and a representative from the Federal Emergency Management Agency (FEMA) Region IV performed a Community Assistance Visit (CAV) to evaluate the County's participation in the National Flood Insurance Program (NFIP).

Following that visit, the County received a letter from DWR dated October 18, 2019 notifying the County of several deficiencies and violations. The letter also identified the following community actions the County needs to undertake to help ensure program compliance and to mitigate the existing violations:

1. Develop Standard Operating Procedures and Inspection Protocols for the administration and enforcement of the County's floodplain management program.
2. Update the County's Floodplain management ordinance to include identified NFIP requirements.
3. Evaluate the compliance of the 53 Elevation Certificates (EC) and provide a list of structures from the compliance evaluation that did not meet minimum NFIP construction standards.
4. Provide a Corrective Action Plan (CAP) to mitigate violations for the 13 structures identified and the structure violations identified from the County's review of the 53 ECs.

After several meetings with DWR, staff developed the attached Corrective Action Plan that incorporates the identified community actions.
