SUBJECT: Approve contract between the County of Lake and Brain Learning Psychological Corporation for Learning Disability Testing and Evaluation Services in the amount of $67,500 from January 1, 2020 to June 30, 2021.
EXECUTIVE SUMMARY:
Learning disabilities should not be a barrier to employment and self-sufficiency. The Lake County Department of Social Services (LCDSS) CalWORKs Welfare-to-Work (WTW) program supports this philosophy by offering learning disability testing, evaluations, and accommodations to WTW clients. It is a State mandate that LCDSS provide testing and evaluations to any WTW client who requests such services. Brain Learning Psychological Corporation (Brain Learning) has experience providing these services to county welfare departments. In addition to the testing and evaluation services, Brain Learning will also be providing training for staff to increase knowledge and awareness of learning disabilities. A disproportionate percentage of the unemployed have learning disabilities compared to the general population and given awareness and accommodation, a client is more prepared and better able to reach their employment goals.

FISCAL IMPACT (Narrative): Contractor will be compensated at a flat rate of $1,500.00 per evaluation which is inclusive of all costs associated. LCDSS issued a Request for Proposals and Brain Learning was the only entity to respond. The fee of $1,500 per evaluation is considered standard rate.
