Subject:                     Adopt Resolution revising the Fiscal Year 2019-2020 Adopted Budget of the County of Lake by cancelling reserves in Fund 262 County Service Area No. 2, Spring Valley Water Roads/Bridges and Dams, in the amount of $33,581.

 

Executive Summary: (include fiscal and staffing impact narrative):

Lake County Special Districts (District) is responsible for three (3) dams under State jurisdiction with respect to dam safety.  Senate Bill 92 was enacted in June 2017 and requires owners of dams to prepare inundation maps and submit inundation maps to the Division of Safety of Dams (DSOD) for approval. Owners must also develop emergency action plans (EAP’s) based on approved inundation maps and submit them to the Governor’s Office of Emergency Services (CalOES) for approval.

 

The District advertised a Request for Proposals (RFP) for these services, a Consultant Selection Board (CSB) was formed and proposals were distributed on February 21, 2019.  The CSB was convened on March 6, 2019.  The board reviewed the proposals and deemed WEST Consultants, Inc. to be the most qualified firm. 

 

Reserves will be used to prepare dam inundation mapping and emergency action plans. The necessary purchase cannot be delayed until next regular budget cycle and current appropriations in Budget Unit 8462 are not sufficient to finance the purchase.

 

Attached for your review is a Resolution cancelling Fund 262 County Service Area #2, Spring Valley Water, Roads/Bridges and Dams Capital Improvement Reserve Designation in the amount of $33,581. The amount would be appropriated to Fund 262 Object Code 784.23-80 Professional & Specialized Services.
