Subject:                     Consideration of Resolution of intent to Initiate the Amendment of the Zoning Ordinance and set public hearing for the Planning Commission on February 27, 2020; and (b) Request that administration review the ability to add one staff to the Ag Department during mid-year budget review.

 

Executive Summary: (include fiscal and staffing impact narrative):

On September 10, 2019 the Board of Supervisors approved the creation of the Industrial Hemp Ad Hoc Committee in order to make recommendations for Industrial Hemp Regulations.  On September 24, 2019 the committee made up of Supervisors, industry representatives, the Lake County Farm Bureau, and staff was finalized and the meetings began on October 11, 2019.

 

The ad hoc committee has met every two weeks, mostly, to ensure that regulations could be recommended timely prior to the new season starting in 2020.  Today, before your board is the resolution that would bring these regulations, in a form of a zoning permit, to the Lake County Planning Commission on February 27, 2020 for their consideration.

 

A zoning permit is a ministerial process where applicants can approach Community Development, ensure that their property meets the requirements and that they have received all necessary permits, such as grading permits, prior to finalizing the process with the Ag Department.  Without an approved Zoning Permit, the Ag Department will not process an Industrial Hemp license, amongst other items.

 

For discussion, the committee has also recommended that the Ag Department obtain more personnel to ensure that Industrial Hemp sites can be inspected and that all regulations are being followed.
