Memorandum

Date:                                          February 11, 2020

To:                                          The Honorable Moke Simon, Chair, Lake County Board of Supervisors

From:                                          Carol J. Huchingson, County Administrative Officer

Subject:                     Discussion and Consideration of formation of an Ad Hoc Committee to participate in a North Coast Counties Regional Forum Regarding Cannabis Licensing

Executive Summary: (include fiscal and staffing impact narrative):

On December 4, 2019, at the CSAC Annual Conference, Mendocino, Humboldt, Sonoma, Trinity and Del Norte counties met to discuss working together as a region to address State barriers to cannabis licensing. Two Supervisors from each County and the County Administrative/Executive Officers participated.

Although Lake County did not participate in this meeting, the North Coast counties share many of the same issues with State resource agencies and State cannabis licensing agencies and together as a region may be able to affect change at a State level to help the cannabis industry.

As a result, in 2020, the North Coast Counties consisting of Del Norte, Humboldt, Mendocino, Sonoma, Trinity and Lake, if your Board opts to participate, intend to form a regional forum to address problems around cannabis licensing and share best practices and lessons learned.
