Memorandum

Date: February 25, 2020

To: The Honorable Moke Simon, Chair, Lake County Board of Supervisors

From: Brian L. Martin, Sheriff/Coroner

Subject: Approve Telecommunications Site Agreement between ComSites West and the Lake County Sheriff's Office for space in their repeater vault on St. Helena

Executive Summary:
The Lake County Sheriff's Office utilizes two-way radio systems to communicate between deputy sheriffs in the field and with Central Dispatch. In order for these two-way radios to work effectively throughout the County, the Sheriff's Office has repeater systems strategically located throughout the County to try and maximize the coverage area. The areas of Hidden Valley, Middletown and Cobb Mountain area have been a weak link in the two-way radio communication system for the Lake County Sheriff's Office since the inception of its radio system.

Recently the Lake County Sheriff's Office identified a location in a commercially owned vault on Mount Saint Helena that would provide much improved two-way radio communications for the Lake County Sheriff's Office deputy sheriffs and Central Dispatch. Testing was performed and this confirmed that it would improve radio communications over what is currently being used today at the CalPine Repeater site.

The Lake County Sheriff's Office has worked with its radio service provider, to identify the correct equipment needed to be installed in the vault, which is owned by ComSites West. We have been working with ComSites West on an Agreement to place a two-way radio repeater in their vault and an antenna on their communications tower. This project will provide for better officer safety with the improved radio communications thus allowing the Lake County Deputy Sheriff's to provide better service to the residents in the Hidden Valley, Middletown and Cobb Mountain area.

The site license agreement is attached for your review and approval. Monthly cost will be $583.00/month for rent and $40.00 per m...
