Subject: Adopt Resolution Approving Agreement between the County of Lake and County of Santa Cruz for Medi-Cal Administrative Activities (MAA) and Targeted Case Management (TCM), and Authorize the Director of Health Services to Sign Agreement.

Executive Summary:
California State law requires that all counties receiving Medical Administrative Activities (MAA) and Targeted Case Management (TCM) revenues participate in a Local Government Agency (LGA) Consortium tasked with effectively coordinating MAA and TCM programs.
The MAA Program offers a way for Local Governmental Agencies (LGAs) to obtain federal reimbursement for the cost of certain administrative activities necessary for the proper and efficient administration of the Medi-Cal program. MAA activities include: Program planning and policy development, MAA coordination and claims administration, MAA Training, and General administration.
The TCM Program provides specialized case management services to Medi-Cal eligible individuals in a defined target population to gain access to needed medical, social, educational, and other services. TCM services include: Needs assessment; Development of an individualized Service Plan; Linkage and Consultation; Assistance with accessing services; Crisis assistance planning; and Periodic review.
One county within the LGA Consortium is designated as the host county. The host county has a number of ongoing responsibilities including maintaining the MAA/TCM Trust Fund, coordinating MAA/TCM programs, and preparing quarterly revenue expenditure reports. The host county is compensated for their work through the mandatory participation fees within these regional Agreements. The County of Santa Cruz was elected to assume Local Governmental Agency (LGA) "Host County" duties for FY2019-2022.
