Subject:                     Approve Long Distance Travel from April 20 to April 23, 2020 for Sherri DeLaTorre, ICPC Coordinator and Mary Pagan, Program Manager to attend the Interstate Compact on Placement of Children (ICPC) Training in Denver, Colorado. The Title IV-E Chabot Training Contract will Provide Funding for

the Costs of Travel and Training.

 

Executive Summary: (include fiscal and staffing impact narrative):

The Interstate Compact on the Placement of Children (ICPC) is a compact between all 50 states, the District of Columbia and the US Virgin Islands. It is a uniform law which establishes procedures for the placement of children across state lines.  Lake County receives requests from other states to assess individuals who reside in Lake County for possible placement of a child(ren) who are dependent child in the other state.  If a child is placed in Lake County, the assigned social worker monitors the placement and sends reports to the other statement on the child's stability and the ongoing appropriateness of the placement. Likewise, Lake County sends similar requests to other states.

 

Each county, in every state, has an ICPC coordinator and coordinators train together; therefore, training is provided in a variety of states.  This year training is in Denver, Colorado on April 20-23rd.

 

The purpose of this training is to continue to educate states and other interested parties about ICPC and provide a forum for leaders to share knowledge, innovations and best practices.

Lake County Social Services Department, Child Welfare Services, requests to send the ICPC coordinator and Program Manager to this year’s training in Denver, Colorado.  The Title IV-E Chabot training contract will provide funding for the costs of travel and training and there will not be a fiscal impact on the county.
