Date: March 17, 2020
To: The Honorable Moke Simon, Chair, Lake County Board of Supervisors
From: Scott De Leon, Interim Community Development Department Director
Subject: Adopt Resolution Authorizing the Planning Division of the Community Development Department to File a Grant Application to the California Strategic Growth Council for a Proposition 84 Wildfire and Resiliency and Recovery Planning Grant to Update the Upper Lake-Nice Area and Riviera’s Area Plan
Executive Summary: (include fiscal and staffing impact narrative):
Staff is requesting the Lake County Board of Supervisors to approve a resolution authorizing the Planning Division of Community Development Department to file a grant application to the California Strategic Growth Council for a Proposition 84 Wildfire and Resiliency and Recovery Planning Grant. The grant will focus on updating both the Upper Lake-Nice Area and Riviera’s Area Plan and update the relevant zoning ordinance. This item is not anticipated to be controversial; therefore we are requesting this item be placed on the consent agenda.
The Lake County Planning Division is proposing a $250,000 planning project through this grant to update plans for the Upper Lake-Nice Area. This current plan for the Upper Lake-Nice area was last updated in 2002 and this area was heavily impacted by the Mendocino Complex wildfire during 2018. The Riviera’s Area Plan, which covers an area considered high-risk for future wildfires, was last updated in 2007. Both of these area plans would benefit from this grant as the goal of the grant program is to improve wildfire recovery and maximize resiliency to future wildfire or climate disasters. In addition to the plan updates, additional tasks included in this grant project would include updating the relevant ordinances that incorporate plan updates into county policy and procedure and to incorporate stakeholder and public engagement into the planning process.
The Planning Division is coordinating the development of this grant with the Department of Water Resources as they are also applying to this grant program to update the Lake County Storm Water Plan and relevant ordinances.
This grant does not require match funds and the funds to complete this project have already been budgeted. Project will need to be completed by October 2022.
