Subject: Adopt Resolution authorizing the Lake County Water Resources Department to file a grant application to the California Strategic Growth Council for a Proposition 84 Wildfire and Resiliency and Recovery Planning Grant to update the Lake County Storm Water Management Plan.

Executive Summary: (include fiscal and staffing impact narrative):
Staff is requesting the Lake County Board of Supervisors approve a resolution authorizing the Water Resources Department to file a grant application to the California Strategic Growth Council for a Proposition 84 Wildfire and Resiliency and Recovery Planning Grant. The grant will focus on updating the Lake County Storm Water Management Plan and relevant ordinances. This item is not anticipated to be controversial; therefore we are requesting this item be placed on the consent agenda.

The Lake County Water Resources Department proposes a $150,000 planning grant that will update the county-wide Storm Water Management Plan which was last updated in 2003. The major benefit to updating this plan, in addition to the incorporation of wildfire and climate adaption and resiliency into county policy and procedures, will make Lake County eligible for future implementation grants from the State of California that require an updated Storm Water and Water Management Plan. Additional tasks that will be included in this grant will include updates to the relevant storm water ordinances, facilitation support for stakeholder and public engagement activities, and provide funding to design and implement several small storm water educational and outreach demonstration projects.

The Water Resources Department is coordinating the development of this grant with the Planning Department as they are also applying to this grant program to update the Nice-Lucerne and Rivieras Plan.
