To: The Honorable Moke Simon, Chair, Lake County Board of Supervisors
From: Scott De Leon, Interim Community Development Department Director
Mark Roberts - Principal Planner
Subject: Approve the Wildfire Resiliency and Recovery Planning Grant Letter of Commitment for updates to the Upper Lake-Nice and Rivieras Area Plans and authorize Chair to sign.
Executive Summary: (include fiscal and staffing impact narrative):
Lake County Community Development - Planning Division Department plans to apply for a $250,000 Wildfire Resiliency and Recovery Planning Grant to fund updates to the Upper Lake-Nice and Riviera's Area Plans. The current area plans were drafted (Upper Lake-Nice, 2002 and Rivieras, 2007) prior to the most recent wildfires and do not account for wildfire recovery or climate adaptation and resilience within the plans. The updates will include revised policies, ordinances and projects to promote resiliency.
The Wildfire Resiliency and Recovery Planning Grant focuses on communities affected by the catastrophic wildfires in 2017, 2018 and 2019. This program funds projects up to $250,000 to assist applicants in identifying and implementing planning activities to advance climate adaptation in the context of changing wildfire regimes. The program emphasizes prioritizing investments in projects that demonstrate innovative approaches in planning that could be replicated in other jurisdictions across the state. Awarded projects need to be completed on or before October 31, 2022.
These grants do not require a match and staff will provide the additional technical expertise to offset any additional funding needs to complete these projects.
