Subject:                     Consideration of Accommodations to Facilitate Broader Electronic Access to Board of Supervisors Meetings in Light of COVID-19 and Executive Order N-25-20

 

Executive Summary: (include fiscal and staffing impact narrative):

As your Board is aware, part 11 of Governor Gavin Newsom’s Executive Order N-25-20 (issued March 12) suspended portions of the Bagley-Keene and Brown acts, authorizing local legislative bodies to hold public meetings via teleconference, “and to make public meetings accessible telephonically or otherwise electronically.” to promote broader access.

 

This Executive Order followed March 11 guidance by leading Public Health officials that mass gatherings of 250 or more should be postponed or cancelled, while smaller gatherings, “Can proceed if organizers implement social distancing of 6 feet,” additionally noting “Gatherings of individuals who are at higher risk for severe illness from COVID-19 should be limited to no more than 10 people, while also following social distancing guidelines.”

 

As you are aware, your Board’s meetings are regularly accessible through the County’s website and Lake County PEG TV (TV8), and non-emergency communications, including commentary on any item on your Board’s Agendas, can be regularly submitted via your vision@lakecountyca.gov email address.

 

In light of the Governor’s Executive Order and Public Health officials’ guidance, your Board may wish to provide additional accommodations, to facilitate broader participation at this time.
