Subject: EXTRA ITEM - (a) Consideration of "Extra" Agenda Item; and (b) Consideration of a Resolution Imposing Substantive Limitations on Residential and Commercial Evictions

Executive Summary: (include fiscal and staffing impact narrative):

(a) This item is being submitted as an "extra" agenda item. The justification for this request to consider an item not on the posted agenda is as follows:

The need to take action came to my attention subsequent to the posting of the current agenda. There is a need to take immediate action before the next available agenda.

(b) In response to the COVID-19 virus, the Governor has issued Executive Order N-25-20 on March 12, 2020, which notes that individuals exposed to COVID-19 virus may be temporarily unable to report to work due to illness or quarantines and may experience potential loss of income, health care and medical coverage and the ability to pay for housing and basic needs. On March 19, 2020, the Governor issued a further executive order suspending any provision of state law prohibiting a local government from exercising it police power to impose substantive limitations on residential or commercial evictions.
