Subject:                     Adopt Resolution of the Lake County Board of Supervisors Authorizing Lake County Behavioral Health Services Department to Advance Funds in Order to Maintain COVID-19 Shelter Operations until Receipt of COVID-19 Emergency Homelessness Funding From the California Homeless Coordinating and Financing Council.

 

Executive Summary: (include fiscal and staffing impact narrative):

Lake County Behavioral Health Services (LCBHS) provides administrative oversight of the Lake County Housing Continuum of Care (CoC) which is a coalition and coordinating group that aligns resources to facilitate solutions to end homelessness in our community.

 

On March 23, 2020, the CoC received an award letter from the California Homeless Coordinating and Financing Council for $79,511.74 in COVID-19 emergency homeless funds to support critical services provided by the Hope Harbor COVID-19 shelter.

 

The award funds have not been received as of 4/9/2020 and the Hope Harbor COVID-19 shelter is in need of the funding as soon as possible.  LCBHS would like to advance the funds through an emergency check in anticipation of receiving the funds.

 

LCBHS staff recommends authorizing the Auditor-Controller to issue an emergency check by 4/9/2020 close of business.
