Subject: Consideration of Letter to Lake County's Congressional Delegation Regarding Emergency Coronavirus Relief Funding and Authorize the Chair to Sign

Executive Summary: (include fiscal and staffing impact narrative):

Last week, the California State Association of Counties (CSAC) requested Lake County take urgent action to support their advocacy efforts with our Congressional delegation to optimize the latest set of Emergency Coronavirus Relief measures.

As your Board is aware, and as was raised by Supervisor Sabatier during your April 14 meeting, Counties with populations below 500,000 were not eligible for direct funding under the CARES Act (P.L. 116-136). CSAC is asking we join their efforts to ensure direct assistance is available to Counties in subsequent legislation, and that future measures will recognize Counties are mandated to provide Public Health services to residents of the incorporated Cities within their borders, as well as those in the unincorporated areas.

Because of the urgency of the request, at Chairman Simon's direction, I sent a letter under my own cover, indicating it would be followed by a letter from your Board.

Staff recommends your Board approve the attached Letter, and authorize the Chair to sign.
