Subject:                     EXTRA ITEM: (a) Consideration of “extra” agenda item, and, (b) Consideration of Letter to Senator McGuire and Assembly Member Aguiar-Curry requesting they urge Governor Newsom to request a three-month extension from FEMA for funding for the “Restaurants Deliver: Home Meals for Seniors Program”

 

Executive Summary: (include fiscal and staffing impact narrative):

 

(a)                     This item is being submitted as an “extra” agenda item.  The justification for this request to consider an item not on the posted agenda is as follows:

 

This item came to my attention subsequent to the posting of the current agenda and there is a need to take action before the next agenda.

 

(b)                     After our April 28, 2020 agenda was posted, the state released preliminary guidance (attached) regarding the new, “Restaurants Deliver: Home Meals for Seniors Program”.  However, the program is presently funded only through May 10, 2020. 

 

Yesterday, Supervisor Crandell and I met with our representative from CalOES and with staff in an attempt to address a number of questions regarding the feasibility of this program here. 

 

The eligibility for this new program is quite different than other local programs presently in place.  Individuals eligible for this new program are not eligible for public nutrition programs, such as the Supplemental Nutrition Assistance Program (SNAP-CalFresh in California, also formerly known as Food Stamps) or Home Delivered Meals. 

 

So, as we are understanding it preliminarily, seniors who presently receive meals through a local senior enter would be ineligible and not able to switch programs in the event they chose to do so.  Moreover, a reduction in meals served by local senior centers could result in a reduction of the funding they receive through our Area Agency on Aging, having a potential long-term negative financial impact for the centers. 

 

Other requirements for participant eligibility for this new program include:

 

                     Must be 65 or older, or otherwise at high-risk.

 

                     Must live alone or with one other program-eligible adult.

 

As noted above, must not be currently receiving assistance from other federal nutrition assistance programs and receive no more than $74,940 in income for a household of one (1) and $101,460 for a household of two (2), this equates to 600% of the federal poverty limit.

 

                     “Must affirm an inability to prepare or obtain meals."

 

In order for staff to determine if this program is feasible for Lake County, it is advised that our Board send a letter to our State Elected Representatives requesting they urge Governor Newsom to request FEMA issue a three-month extension for this program.

 

With an extension, staff will be able to conduct outreach in the community to determine need and project cost, and depending on outcome, assign staff who would conduct eligibility assessments and enter into contracts with local providers to prepare and deliver meals by individuals who have completed the required background checks to insure safety of the recipients.
