Subject: Approve Contract between County of Lake and North Coast Opportunities, Inc. for the Housing Support Program in the amount of $415,540, from July 1, 2019 to June 30, 2020 and authorize the Chair to sign.

Executive Summary:

On January 15, 2019, your Board approved the Housing Support Program (HSP) contract between Social Services and North Coast Opportunities (NCO) for the term of January 1, 2019 to June 30, 2021. Due to program changes and a significant funding increase for fiscal year 2019/2020, a new contract was drafted to replace the first version. Upon approval, this contract will replace the original agreement approved by your Board. HSP provides resources to support CalWORKs clients that experience chronic and repetitive homelessness. The program provides rental assistance and other supportive services to help participants retain permanent housing. Since the program's start in early 2019, HSP has served over 50 families in Lake County. HSP utilizes the Housing First approach which prioritizes clients based on chronicity/duration of homelessness, vulnerability, or high utilization of crises services, without consideration of income and barriers in order to rapidly match clients with appropriate housing and supportive services. Changes to the new contract include additional funding from CDSS, more flexibility to accommodate varying family situations, and the addition of a Housing Navigator specialized in assisting clients during their search for permanent housing.
