Subject: Consideration of Letters to Governor Newsom, to Senator McGuire and to Assemblymember Aguiar-Curry to advocate for our funding needs for disaster response and revenue lost resulting from the COVID-19 crisis

Executive Summary: (include fiscal and staffing impact narrative):

I am requesting our Board consider and approve the attached letters, authorizing our Chair to sign and submit, urgently, to our State Representatives. While we are extremely grateful to our State Elected Leadership for their support as Lake County has weathered repeated disasters and substantial expense and revenue loss, the COVID-19 crisis poses an all new set of challenges.

Specifically, these letters request that counties with populations of less than 500,000 be allocated 80% of CARES Act funds, state coverage of deferred County revenues resulting from the Sales Tax Layaway Program, immediate authority to waive property tax delinquencies resulting from the crisis, protections and mitigations for 1991 and 2011 Realignment sales tax revenue, and cash flow assistance solutions to counties to address short-term needs.
