Subject:                     Adopt Resolution Authorizing Lake County Behavioral Health Services as Administrative Entity for California Emergency Solutions and Housing (CESH) Program Grant Funds

Executive Summary:

The California Emergency Solutions and Housing Program (CESH program) is a grant that the Lake County Continuum of Care (LCCoC) applied for, via Lake County Behavioral Health Services (LCCoC lead agency), to the California Department of Housing and Community Development (HCD).  The LCCoC was awarded the grant of $560,227, which provides funds for a variety of activities to assist persons experiencing or at risk of homelessness as authorized by SB 850 (Chapter 48, Statues of 2018).  The LCCoC will be awarding two as yet undetermined subrecipients the use of these funds for these activities in the county.  For HCD to provide the LCCoC these funds, a resolution from the lead agency’s board of directors must be obtained in the manner HCD provided (attached).
