Subject: Consideration of First Amendment to the Emergency Occupancy Agreement between the County of Lake and the Lamplighter Motel for COVID-19 Emergency Isolation Housing, for a maximum compensation amount of $49,500 and authorize the Chair to sign

Executive Summary: (include fiscal and staffing impact narrative):

On April 22, 2020, Lake County entered into an Agreement with the Lamplighter Motel, located at 14165 Lakeshore Drive in Clearlake, following the County's emergency procurement procedures due to the existence of the Governor's COVID-19 State of Emergency Proclamation. With this Agreement, Lamplighter Motel is contracted with Lake County to provide a block of rooms available for residents who are subject to quarantine and/or isolation orders due to COVID-19, and may not have a safe place to shelter. The Emergency Occupancy Agreement is for a 15-room block with a rate of $24,750 monthly, and expires on May 22, 2020. The terms of the original agreement require your Board's review and approval before continuing operations beyond 30 days. Due to the continued Shelter in Place orders issued by the Public Health Officer, this First Amendment is necessary to extend the term of the Agreement until June 22, 2020. The Amendment also clarifies the maximum amount payable under the Agreement as $49,500.00. The cost of this Agreement has been budgeted from state funds awarded for COVID-19 crisis response, and no monies will be paid out of the County's General Fund.
