Subject: Adopt Resolution authorizing the Director of the Lake County Water Resources Department (Department) to serve as the authorized signatory authority for the Agreement between the California Department of Water Resources (DWR) and the Department for the awarded funds secured by the Department through DWR's 2019 Sustainable Groundwater Management Grant Program Planning Round 3 for the development of a Groundwater Sustainability Plan for the Big Valley Groundwater Basin.

Executive Summary: (include fiscal and staffing impact narrative):

On April 21, 2020, the County of Lake Board of Supervisors, sitting as the Board of Directors of the Lake County Watershed Protection District, passed Resolution 2020-41 authorizing the Lake County Watershed Protection District (District) to accept awarded funds of $1,392,205.00 with $0 cost share from the California Department of Water Resources (DWR) 2019 Sustainable Groundwater Management (SGM) Grant Program Planning Round 3 for the development of a Groundwater Sustainability Plan for the Big Valley Groundwater Basin.

Resolution 2020-41 did not specify the signatory authority for the County and before an agreement can be finalized between the District and DWR, the authorized signatory authority needs to be identified within the approved resolution. Staff is requesting the Board of Directors of the Lake County Watershed Protection District approve the Modified Resolution authorizing the Director of the Lake County Water Resources Department to serve as the authorized signatory authority and execute and enter into an Agreement with DWR to authorize any future amendments, and sign invoices and reports for the signed Agreement.
