Executive Summary: (include fiscal and staffing impact narrative):

 

Special Districts has submitted a funding application to the U.S. Department of Commerce, Economic Development Administration (EDA) to fund a public water system. The funding application was for a $6,514,510 project with $5,211,608 being grant funds and $1,302,902 being a local match provided by the County.

 

The commercial district along South Main Street/Soda Bay Road does not have a water system that will meet current building and fire suppression codes. Until the building and fire codes are met, property owners in this area cannot renovate, upgrade, or rebuild. A wild fire through this area would be devastating. This EDA funding will allow the County to take action quickly to protect the interests of these property owners and businesses, for their benefit and for the benefit of everyone in the County.

 

This funding will also allow the public water system to be installed without imposing an assessment on the property owners, many of which are struggling financially, especially after closures due to COVID-19.

 

On May 18, we received notice that the application had passed the review process and was being recommended for funding. The notice was not a guarantee of funding and is contingent on funds being available and all assurances and certifications being submitted. To continue with this funding application, the EDA requires documentation authorizing the person that signed and submitted the application (Jan Coppinger, Special Districts Administrator) to sign the award documents and all required certifications that would bind the County to a legal or financial obligation.

 

Prior to submitting the application, conversations with most of the property owners was overwhelmingly in support of this project and a public water system implemented by Special Districts.
