Subject: Consideration of letter to Governor Newsom requesting Lake County be allowed to accelerate fully into Stage 3 of Reopening from the COVID-19 Pandemic, shifting oversight reopening to local authorities

Executive Summary: (include fiscal and staffing impact narrative):

As your Board's representatives to the COVID-19 Recovery Workgroup convened by our Public Health Officer Dr. Gary Pace, we are presenting this letter for the consideration of our full Board. The letter was vetted by the Workgroup that has met weekly since mid-April to focus on a number of critical topics including best management of Public Health Orders, reopening phases and acceleration, compliance and more. The Workgroup is comprised of the two of us as your Board's appointees, the two City Managers, the Sheriff and the two Chiefs of Police, the CAO, County Counsel, the Public Services Director, the Public Works/Water Resources Director, the Health Services Director, the Public Health Officer, the Superintendent of Schools and a local Fire Chief.
