Subject: Consideration of proposed Agreement for the Soda Bay CSA-20 Redwood Water Tanks Replacement Project, Bid No. 19-18

Executive Summary: (include fiscal and staffing impact narrative):

The project was intended to replace four aging redwood water tanks in the CSA-20 Soda Bay water system with bolted steel tanks. A grant application was made through FEMA's Hazard Mitigation Grant Program after the Valley Fire. The project approval process was drawn out due to the environmental requirements associated with federally funded projects. We received project approval and proceed through the design process with PACE Engineering of Redding, CA.

On June 19, 2019 we advertised the project for bid and five bids were received on July 10, 2019. The project bid was structured with a base bid and a deductive alternate to remove Tank #4 if funds were not sufficient to award the complete project. In spite of the deductive alternative funds were not sufficient to award the project in any fashion and on October 8th, 2019 the Board rejected all bids. Staff worked to restructure the bid documents such that there was a base bid consisting of two tanks and additive alternates for each additional tank. The project was re-advertised and six bids were received and opened on December 18, 2019. Storesund Construction of Kensignton, CA was determined to be the lowest responsive, responsible bidder within the pre-opening stated budget.

The construction total for all four tanks exceeded available funding and no additional funding was available. As such only the base bid consisting of replacing two tanks could be considered for award.
