Subject: (a) Approval of Agreement with International Business Information Technologies, Inc (LEFTA) and (b) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services and (c) authorize the Sheriff/Coroner or his designee to sign the agreement.
Executive Summary: .
The Sheriff’s Office first sought software to allow for a paperless management system for the Department’s Field Training Program (FTP). California has strict mandates on training for new Sheriff’s Office deputy sheriff’s recruits, deputy sheriffs and correctional deputies and retention of training records for employees in each of those respective divisions. The need for such a new management system to maintain deputy sheriff recruit’s training records is a priority as our current paper tracking system is very obsolete. In search of a new management system, LEFTA Systems, SHIELD Suite, was reviewed by several members of the department. It was discovered that not only does SHIELD Suite have the ability to manage the Field Training Program, but it will allow for management of other areas of the Department which is necessary for managing and tracking; such as, employee training records, uses of force, internal affairs investigations, vehicle pursuits and employee conduct. SHIELD Suite will allow for a comprehensive management of training records for Sheriff’s Office employees and much more. There are other similar software platforms on the market, but nothing that appears to be as encompassing and comprehensive as LEFTA Systems, SHIELD Suite.

2. Field Training (LEFTA)
3. Employee Training Records (METR)
4. Use of Force (FACTS)
5. Internal Affairs
6. Profiling / Field Investigations (PASS)
7. Vehicle Pursuit (VIPR)
8. Fleet Vehicle Damage (EMCOT)
9. Employee Conduct (EMCOT)
10. Immigration Enforcement Tracking (IFIR)
This purchase is being made from the Sheriff/Asset Forfeiture budget 2214 object code 17.00. This is not a general fund budget.
