Subject: EXTRA ITEM - (a) CONSIDERATION OF “EXTRA” AGENDA ITEM, AND, (b) CONSIDERATION OF A REQUEST FOR PROPOSALS FOR DAILY OPERATIONS AND FISCAL MANAGEMENT OF A TEMPORARY SUPPORT SHELTER TARGETING LAKE COUNTY’S CHRONICALLY HOMELESS POPULATION

(a) This item is being submitted as an “extra” agenda item. The justification for this request to consider an item not on the posted agenda is as follows:
This item came to my attention subsequent to the posting of the current agenda and there is a need to take action before the next agenda.
The Department of Social Services has been working with Behavioral Health, other County representatives and officials, and concerned members of the community as an ad hoc committee to address the need for shelter for the homeless, particularly during the COVID-19 emergency. My department, in concert with the Department of Behavioral Health, wishes to now issue a Request for Proposals for the Daily Operations and Fiscal Management of a Temporary Support Shelter Targeting Lake County’s Chronically Homeless Population.
I am asking the Board of Supervisors to consider this matter as an extra item today for the following reasons:
Since the posting of the agenda for today’s meeting, we have learned that there is non-COVID funding now available for sheltering in advance of the receipt of COVID-specific funding, which is still pending. Additionally, last week we received notification that Hope Harbor Warming Center operated through the Kelseyville United Methodist Church is unwilling to extend operations past the date the center is set to close. Not only is the need for sheltering critical, there are now funds immediately available allowing these efforts to continue. . The ad hoc committee worked over the weekend to finalize the RFP and funding plan to have available to your Board today.
(b) Presented for your Board’s consideration is a proposed Request for Proposals (RFP) for daily operations and fiscal management of a temporary support shelter targeting Lake County’s chronically homeless population. The Department of Social Services and the Behavioral Health Department have partnered together and worked with concerned members of the community to draft this RFP.
The Project requirements include:
- Provide a safe living environment in a County-contracted facility;
- Connect individuals with ongoing appropriate and available Continuum of Care services;
- Gather information, through the intake process, that will help improve the County’s development and implementation of interventions addressing homelessness; and
- Provide rehousing assistance for the County’s chronically homeless.
The proposed RFP is attached for your information and consideration. The final project will be selected by the Board of Supervisors in a public meeting after a departmental selection committee’s review and ranking for submittal compliance with the applicable funding requirements. The committee makeup will be comprised of senior department staff and at least one professional with applicable expertise not employed by any of the entities likely to submit a proposal. We ask that your Board approve the draft RFP and authorize the Department of Social Services and the Behavioral Health Department to issue the RFP.
