Subject: (a) Waive the formal bidding process, pursuant to Lake County Section Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Manzanita House for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2020-21 for a contract maximum of $153,300 and authorize the Board Chair to sign the Agreement.

Executive Summary: Attached, for your approval, is the Agreement between the County of Lake and Manzanita House for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2020-21. Located in Nice, Ca. Manzanita House is one of two Board and Care Facilities located within Lake County that serve adults. As they are in County, clients placed at Manzanita House are actively engaged in Lake County Behavioral Health Services (LCBHS) services and can participate in their Recovery Program leading to positive outcomes and a successful return to the community. Manzanita House has proven to be a cost-efficient alternative for care for clients who are ready to be transitioned from Institutes for Mental Disease (IMDs) or have been brought back to the county from out of county placements. The daily patch rate for placement at this facility is $70 per day per resident. As LCBHS currently has clients placed at this facility and as it is our goal to keep our clients placed at the lowest level of care possible, it would require extensive work to find new placement for these clients. In addition, changes in placement could cause exacerbation of the client's symptoms, which could potentially result in moving the client to a higher, more expensive level of care.
