Executive Summary: (include fiscal and staffing impact narrative):
The Lake County Watershed Protection District (District) entered into an agreement dated July 2, 2019 with the State of California for fifteen million ($15,000,000) dollars to be used for property acquisition as part of the Middle Creek Flood Damage Reduction and Ecosystem Restoration Project (Project). Funds are to be used to purchase property from willing sellers that will be affected by Project.

Davis Environmental was originally hired in February, 2020 to conduct Phase 1 ESA's for thirty-two (32) parcels located within the Project Area. There are an additional twenty-three (23) parcels in the Project Area remaining that need to be have an ESA completed not outlined in the current Agreement. Amendment No. 1 includes the Scope of Services to include one (1) expedited Phase 1 ESA for five (5) priority parcels and two (2) Phase 1 ESA's for eighteen (18) parcels for a lump sum fee of twenty four thousand and five hundred fifty and no cents. ($24,550). This project is funded with State Grant funds described above, with no impact to the Department's budget.
This item is not anticipated to be controversial and requires immediate approval to ensure the Project moves forward in an efficient manner; therefore, we are requesting this item be placed as a Consent Item on the Board of Supervisors June 23, 2020 Agenda. ...
