Subject: Consideration of Cannabis Tax Internal Grant Program

Executive Summary: (include fiscal and staffing impact narrative):
Your Board has previously indicated a desire to create a grant program where cannabis tax revenues could be requested by County departments. Based on past discussion, Staff has outlined a Cannabis Tax Internal Grant Program for implementation. This program would act as a pilot program in fiscal year 2020-2021 that could then be used on a wider scale in the future as revenues increase.

Departments may submit a single grant proposal for an amount not to exceed $100,000. All County departments are eligible to apply for the grant funds which will be evaluated by a review panel. The proposals will all be evaluated with priority being given to proposals that support law enforcement, environmental protection, water quality resources, or youth programs relating to drug and alcohol use.

Staff has recommended that a total of $500,000 be allocated to this program. The submission deadline for the program will be July 15, 2020, so that the panel review and award process can be completed in sufficient time for your Board to approve the final budget.
