Date: July 14, 2020

To: The Honorable Moke Simon, Chairman, Lake County Board of Supervisors

From: Brian L. Martin, Sheriff/Coroner

Subject: (a) Approval to issue a Purchase Order to ModUCom for a Radio Dispatch Equipment upgrade in the Central Dispatch facility (b) Waive the formal bidding process, pursuant to Lake County Code Section 38.5, as the purchase is a patented and proprietary upgrade to existing equipment and (c) authorize the Sheriff or his designee to sign

Executive Summary:

ModUcom is the computer to radio interface used by Lake County Sheriff's Office Central Dispatch to dispatch law enforcement personnel throughout the unincorporated areas of the county and within the City of Lakeport. Central Dispatch maintains six complete dispatch consoles, all of which are capable of answering 911 calls and dispatching law enforcement units. ModUcom is configured to allow Central Dispatch the ability to dispatch for other public safety agencies in an emergency, and allows for interoperability on local, state, and federal channels when needed.

ModUcom has been in use by the Lake County Sheriff's Office since 2006 and was last upgraded in 2013. The current system is using Windows 7 computers which have reached end of life and end of support by Microsoft. The lake County Sheriff's Office has elected to upgrade our existing computer to radio interface through ModUcom rather than replace it with a new system which would lead to compatibility issues. This upgrade would replace the computer, footswitches, network switch, host and remote position applications, one spare position interface car, one spare transmit receiver card, one spare power supply, and factory system installation.

A quote was received from ModUCom in the amount of $32,624.77 for equipment plus $6,153.86 for warranty costs. Funding is allocated in the Sheriff/Central Dispatch budget 2202/62.74.
