Subject: Adopt Resolution authorizing Special Districts Administrator to sign and submit all required award documents, certifications, and assurances for a funding agreement For Prop 1 Integrated Regional Water Management (IRWM) Implementation Grant Funds in the amount of $4,758,552.

Executive Summary: (include fiscal and staffing impact narrative):
Special Districts applied for grant funding through the Proposition 1 Integrated Regional Water Management (IRWM) Implementation Grant, through Sacramento River Funding Area. The allotment of these funds are usually shared by five counties in the Sacramento River Funding area. (Yolo County, Colusa County, Solano County, Napa County and Lake County)

The counties of Yolo, Colusa, Solano and Napa generously agreed to refrain from applying for the funds this year and allowing all funds available for our region to go to the County of Lake, which has been hit so hard with recent disasters.

With all funds being approved for Lake County applicants, a "Grant Manager" was required to oversee the projects and funding awards. Special Districts applied for and was accepted as the Grant Manager for the awards.

The awards being recommended for funding include:
Hidden Valley Lake Water Tank Replacement $ 462,552
Hidden Valley Lake Inflow and Infiltration Mitigation $ 375,000
Spring Valley Lakebed Recovery $1,000,000
Lake County Sanitation Inflow and Infiltration Mitigation $1,996,000
Kelseyville County Waterworks-Live Oak Water Line Replacement $ 375,000
Spring Valley Quail Trail Water Line replacement $ 550,000
Total Award for Lake County Agencies $4,758,552
