Memorandum

Date: July 21, 2020

To: The Honorable Moke Simon, Chair, Lake County Board of Supervisors

From: Carol J. Huchingson, County Administrative Officer

Subject: Consideration of Updates to Return to Work Protocol

Executive Summary: (include fiscal and staffing impact narrative):
As your Board recalls, when you first approved the COVID-19 Return to Work Protocol on May 19, 2020, you directed that it be reviewed no less frequently than every 30 days. Review and revisions have previously occurred on June 16, 2020, and July 14, 2020

As you know, staff fully expected that the Protocol would be a living document and issues continue to arise leading to proposed revisions for the consideration of your Board.

In light of State requirements for CARES Act and Realignment Backfill funding, your Board asked staff to partner with our Public Health Officer, Gary Pace, MD, MPH, to develop a re-write of the "Workplace Protections" section of the document, in light of State masking guidance released June 18, 2020.

The attached revision seeks to formally incorporate this guidance as County policy, and provide clarifications that will assist employees in practicing mandated precautions, as intended.

Many thanks to Dr. Pace for his guidance regarding COVID-19 safety in county facilities, and so many facets of public interaction.
