Subject: Approve Agreement with Humboldt State University Sponsored Programs Foundation for Equity Assessment and Cannabis Local Equity Program Plan in the amount of $100,000

On April 21st, 2020, the Governor’s Office of Business and Economic Development announced its intent to award a Type I Funding grant to Lake County to fund the development of a cannabis equity program. Staff issued Request for Proposals #20-18 to identify a consultant to conduct the cannabis equity assessment and create a local equity program plan for the County.
A consultant selection panel met in June to review the proposals submitted and selected the proposal from the California Center for Rural Policy at Humboldt State University (CCRP). The CCRP is ready to commence work on the equity assessment, which will then provide the necessary data to develop the local equity program.
The total grant amount is $150,000. CCRP will complete their work for a maximum compensation amount of $100,000 with the remaining grant funds available for staff time and/or additional consulting services.
Due to the pandemic, the State has not yet set an actual date to begin accepting Type II Funding requests, but it is anticipated to be in early 2021. The present goal includes completing the assessment and local equity plan necessary to submit this application when it becomes available. This plan will enable the County to secure the state funding needed to implement the program next year.
