Subject: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Davis Guest Home for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2020-21 for a contract maximum of $445,300 and authorize the Board Chair to sign the Agreement.

Executive Summary: Attached, for your approval, is the Agreement between the County of Lake and Davis Guest Home for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2020-21. Davis Guest Home, which is located in Modesto, is an Adult Residential Living Facility licensed by the State of California. The Board and Care Facility is specific to the needs of adult clients that require placement that provides a structured environment due to the mental health challenges. The structured environment offers a non-restrictive, supervised program which focuses on each resident's specific needs and interests. Davis Guest Home has proven to be a cost-efficient alternative for care for clients who need this type of structured environment. As LCBHS currently has clients placed at this facility, and as it is our goal to keep our clients placed at the lowest level of care possible, it would require extensive work to find new placement for these clients. In addition, changes in placement could cause the exacerbation of the client's symptoms, which could potentially result in moving the client to a higher, more expensive level of care. Therefore, LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.
