Subject: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Ford Street Project for Substance Use Disorder Residential and Detoxification Services for FY 2020-21, for a contract maximum of $100,000 and authorize the Board Chair to sign the Agreement.
Executive Summary: Attached, for your approval, is the Agreement between the County of Lake and Ford Street Project for Fiscal Year 2020-21. The Ford Street Project is an organization that has been serving clients since September 1974. Although Ford Street operates in three basic areas including housing/shelter, drug and alcohol treatment, and job training/development, LCBHS is contracting for drug and alcohol detoxification and residential treatment services only. As LCBHS currently has clients placed at this facility, and as it is our goal to keep our clients placed at the lowest level of care possible, it would require extensive work to find new placement for these clients. In addition, changes in placement could cause the exacerbation of the client's symptoms, which could potentially result in moving the client to a higher, more expensive level of care. Therefore, LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.
