Executive Summary: Attached, for your approval, is Amendment No. 2 to the Agreement between the County of Lake and Charis Youth Center for Specialty Mental Health Services for Fiscal Year 2019-20. Charis Youth Center is a nonprofit organization providing residential, educational, and mental health services. Charis provides a highly structured therapeutic, educational, and community-based program for emotionally disturbed adolescents and their families. As Lake County has had an ongoing working relationship with Charis Youth Center and has clients currently placed in this program, LCBHS is requesting an increase to the contract maximum to $100,000 and to waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is not in the public interest due to the unique nature of goods or services.
