Subject: (A) Approve the FY 2019 Emergency Management Performance Grant COVID-19
Supplemental (EMPG-S) application in the amount of $79,967, (B) Authorize Sheriff Brian Martin to sign the Grant SubAward Face Sheet, the Authorized Agent document and the Subrecipient Grants Management Assessment form; (C) Authorize County Administrative Officer, Carol J. Huchingson to act as the Authorized Agent on behalf of the County to sign the Standard Assurances and initial each page, the Lobbying Certification and the FFATA Financial Disclosure document and (D) Authorize the Chairperson of the Board of Supervisors to sign the Certification of the Governing Body Resolution.
Executive Summary: The Sheriff’s Department is requesting approval to submit the Emergency Management Performance Grant COVID-19 Supplemental (EMPG-S) grant application for FY 2020/21. It is anticipated these funds will provide the following equipment and supplies: plexiglass partitions for the EOC, 24-port network switch to provide extended workspace due to social distancing, facility and handheld electrostatic sprayers, Rapid COVID testing equipment and media for use in the Jail facility, tents, hand washing stations, port-a-cool units, transport unit, lighting and generators for the Temporary Evacuation Points (TEP).
The draft FMFW is attached. Funds will either be allocated by resolution or during the final budget process once final approval is received by State OES.
These monies will be budgeted in the Sheriff/OES budget 2704. The match will be absorbed by the State so there will be no general fund monies needed for this grant.
