Subject: Approve Contract between County of Lake and Pacific Quest Investigations for Guardianship Investigation Services, in the amount of $20,000 per fiscal year, from July 1, 2020 to June 30, 2023, and authorize the Chair to sign.

Social Services has contracted with Pacific Quest Investigations since 2017 to conduct court ordered Guardianship Investigations for Child Welfare Services (CWS) cases. The actual number of cases fluctuates with the specific needs of the permanency of the youth with whom LCDSS, CWS interacts. Historically the numbers of Guardianship cases had been an average of 10 per year, not including supplementary reports requested by the Court. The last two fiscal years have seen an increase in Guardianship as a potential permanency plan for Lake County youth, with 17 youth served in fiscal year 19-20. Investigators must meet specific qualifications in order to complete Guardianship Investigations, as listed in Rule of Court 10.777(a). The work, investigations and court reports, must be follow California Probate Code - PROB ? 1513 and the investigation must be initiated by CWS pursuant to WIC 328 and WIC 329. Confidential Court reports are filed including a social history of the minor, and the proposed guardians, and all other pertinent information. In fiscal year 19/20, staff reached out to multiple vendors to request quotes for these services. No other entities responded or submitted quotes. Pacific Quest Investigations is a local vendor, who meets State criteria, that has provided quality services since 2017.
