Subject: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Konocti Senior Support, Inc. for Senior Support Counseling Services for Fiscal Year 2020-21 for a contract maximum of $120,062.00 and authorize the Board Chair to sign the Agreement.

Executive Summary: Attached, for your approval, is the Agreement between the County of Lake and Konocti Senior Support, Inc. for Senior Support Counseling Services for Fiscal Year 2020-21. Since 1987, Konocti Senior Support, Inc. has run a Senior Peer Counseling program modeled after a nationally adopted senior peer counseling program. The program is run by a Program Director and an Office Manager with supervision by a Board of Directors. This program provides Lake County seniors 55 years of age and older with free, in-home peer support to cope with mild to moderate mental health symptoms, such as depression, anxiety, and psychosis precipitated by bereavement, illness, dementia, family conflict, elder abuse and substance abuse.

As Lake County Behavioral Health Services (LCBHS) has had an ongoing working relationship with Konocti Senior Support, Inc. and it is in the best interest to continue this working relationship, LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.
