Subject: Consideration of Approval of Final Design Engineering Services Agreement in the amount of $178,000 with Brelje & Race Consulting Engineers for the Middletown Sewer Treatment Plant and Authorize the Chair to sign

The State Water Resources Control Board (SWRCB) provided funding through a Planning Grant for the Middletown Sewer Treatment Plant. The Planning grant was used for preconstruction requirements including engineering analysis and 90% design.

Requests for Proposals for Engineering Services was published November 11, 2016 with a closing date of December 28, 2016. Three proposals were received with Brelje & Race Consulting Engineers being chosen as the most qualified firm to perform the work by the Consultant Selection Board (CSB). Brelje & Race Consulting Engineers performed the preliminary engineering studies and work up to 90% design documents. The contract with Brelje and Race was only for up to 90% design because it was funded by the Planning Grant and that is what was called for during that phase of the project.

We have been informed by State Water Resources Control Board that Middletown Sewer Treatment Plant has been deemed eligible for grant funding for the construction phase of the capital project. In preparation of the funding agreement, we are requesting to enter into a new agreement, to be paid with Construction Grant funds, to complete design and receive the bid ready documents.

The project will be grant funded. $5,000,000 was busdgeted for this project with the same amount expected from State Water Resources Control Board in the form of a grant.

There should be no impact to staffing with the execution of this agreement.
