Subject: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Mountain Valley Family and Child Services for Specialty Mental Health Services for Fiscal Year 2020-21 in the amount of $48,000 and to authorize the Board Chair to sign the Agreement.
Executive Summary: Attached, for your approval, is the Agreement between the County of Lake and Mountain Valley Child and Family Services for Specialty Mental Health Services for Fiscal Year 2020-21. Mountain Valley Child and Family Services is an RCL 14 placement for children and youth in need of a more intensive program milieu. Day Treatment Intensive is provided five (5) days per week. As Lake County Medi-Cal beneficiaries have been placed at this facility by the Lake County Child Welfare Services or Probation Department, Lake County Behavioral Health Services is obligated to contract with this facility in order to provide the needed specialty mental health services to the clients placed at this facility.
As clients are already placed at this facility and it would require extensive work for the County Probation and/or CWS department to find placements for these clients, LCBHS is requesting to waive the formal bidding process pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.
