Subject: Discussion and direction to staff on ways for Public Services Director to waive fees for landfill use for specific groups with community clean up goals

Executive Summary: (include fiscal and staffing impact narrative):
There are groups around the county that provide a much needed service in helping to clean up our communities. We are well aware that illegal dumping is a problem and does have a potential environmental impact to our land, our scenery, and our lake. I was approached by Citizens Caring 4 Clearlake about reduced or waived fees for the use of the landfill. Throughout the year, this amazing non-profit group organizes many clean ups through the region in and around Clearlake. Many times they focus on hotspot areas such as Sulphur Bank Road, Highway 53, and much more. While they have been able to maintain a budget and continuously commit to raising funds such as their mattress recycle program that they are a part of, the cost of the landfill fees can and will be prohibitive to their continued efforts in the community to help make it a pristine community.

I have spoken with Director of Public Services, Lars Ewing, as well as County Counsel, Anita Grant, and we all agree that the Board of Supervisors is currently the only entity authorized to waive fees. We are always looking out for the best outcomes and a cleaner environment in our communities is a great outcome and I would like to discuss with the board some of the specific criteria we could use to grant authority to the Public Services Director to waive landfill fees.

Possible Criteria:
- Non-profits only with an emphasis on cleaning up communities
- Before and after pictures
- Maximum amount waived per year
- Cleanup is either on public property or private property with an affidavit signed by the property owner confirming that th...
