Memorandum

Date: October 6, 2020

To: The Honorable Moke Simon, Chair, Lake County Board of Supervisors

From: Carol J. Huchingson, County Administrative Officer

Subject: (a) Adopt Resolution of the Governing Body of the County of Lake Authorizing Proposition 64 Public Health & Safety Grant Program Funding; and (b) Approve Agreement No. BSCC 937- 20 by and between the Board of State and Community Corrections and the County of Lake in the amount of $996,173, for cannabis code enforcement and comprehensive "WRAP" program services and authorize the Chair to sign

Executive Summary: (include fiscal and staffing impact narrative):
On March 24, 2020, your Board directed staff to prepare a proposal for Proposition 64 Public Health & Safety Grant Program funding. Local jurisdictions are eligible for up to $1 million in funding disbursed over a 3 year term.

The County's proposal requested $996,173.00 in two program areas: $496,173 was requested to support cannabis code enforcement. $500,000 was requested for the Lake County Office of Education to administer a comprehensive "WRAP" program to provide access to services for youths in need.

On August 5, 2020, a representative from the Board of State and Community Corrections (BSCC) notified staff that Lake County's application met their committee's rating criteria and is recommended for approval. This conditional award was given final approval by the BSCC Board on September 10, 2020. A resolution authorizing the County Administrative Officer or Chair of the Board Supervisors to sign the grant agreement is necessary to complete the funding process.

The proposed resolution and grant agreement are attached for your Board's consideration.
