Subject: Approve Amendment to the Agreement between the County of Lake and County of Yuba on behalf of Yuba-Sutter-Colusa Tri-County Regional Juvenile Rehabilitation Facility Maxine Singer Youth Guidance Center, Youth Housing Agreement for an amount not to exceed $48,000 per County Fiscal Year and a term ending June 30, 2022; and authorize the Chair to Sign
Executive Summary: (include fiscal and staffing impact narrative):
Lake County currently contracts with the Yuba-Sutter-Colusa Tri-County Regional Juvenile Rehabilitation Facility, Maxine Singer Youth Guidance Center for court ordered youth placement. This center is a youth camp that offers an alternative to traditional juvenile hall type placement.
Our original agreement had a contract maximum of $25,000 per County Fiscal Year. Due to an unexpected increase in placements, we are seeking to increase that to a maximum of $48,000 per County Fiscal Year.
The Board may recall a similar amendment was approved at the August 4, 2020 Board Meeting. The amount ($7,788.65) exceeding the original $25,000 occurred at the end of Fiscal Year 19/20. The last amendment did not contain language specifically authorizing payment for the prior fiscal year. The only change in this amendment is the following County Counsel recommended language to clarify that:
"Said maximum payment each fiscal year may include payment of any arrearages due and payable from the prior fiscal year."
Funding for this Amendment is within what Probation already had budgeted for placements in both fiscal years 19/20 and 20/21. We would simply be using this facility as an alternative to other options. This Amendment would have no additional staffing impact.
