Subject: Consideration of Allocation of Funds from PG&E Lawsuit Settlement

Executive Summary: (include fiscal and staffing impact narrative):
The County of Lake received approximately $3,495,234 in a settlement earlier this year, due to the cause and impact of the Sulphur Fire in 2017. These funds have been allocated to Budget Unit 1920: Disaster Response/Recover.

Due to the fact that these funds were collected based on the trauma that was experienced by those directly impacted by the tragic fire of 2017 where a number of structures were lost in the unincorporated areas north-west of the City of Clearlake city limits and south of Clearlake Oaks, I would like to discuss on how we can use these funds to help revitalize that area.

I would like to offer that we use no more than $2.25 million for repairing roads in the area and no more than $250,000 to help subsidize permit fees for those rebuilding their homes that were lost . Between the upgraded infrastructure and decreased hardship of paying the fees to rebuild, this money would be well spent to boost the vitality of the area and enhance the interest in investing in the area for future growth.

This would allow us to use $2.5 million of the approximate $3.5 million that we currently have set aside, leaving us with $1 million left to save for future disaster response or to spend on other community needs.

Potential plan:
$2.25 million for road rehabilitation (i.e. Lakeshore Drive, North Drive)
$250,000 for subsidized permit fees (i.e. building permit)
Total - $2.5 million for community revitalization
