Subject: (Sitting as the Board of Directors for the Lake County Watershed Protection District) Adopt resolution authorizing the Lake County Watershed Protection District to accept a California State Parks Division of Boating and Waterways Quagga and Zebra Mussel Infestation Prevention FY 2019/20 Grant and approve Water Resources Director as Signature Authorization to Execute Agreement.
Executive Summary: (include fiscal and staffing impact narrative):
Staff is requesting the Board of Directors of the Lake County Watershed Protection District (District) approve an updated resolution authorizing the Water Resources Director to accept and execute a grant agreement with the California State Parks Division of Boating and Waterways to continue the Quagga Mussel Prevention Program for Lake County. This item is not anticipated to be controversial; therefore we are requesting this item be placed on the consent agenda.
The grant agreement is attached for your reference and provides $396,590.00 in funds from the California State Parks Division of Boating and Waterways. This grant agreement and approved resolution will provide funds to continue the staffing of boat ramp monitors, program administrative staff, some water quality monitoring, advanced staff training, education and outreach through video and audio methods, boater inspection support by contracting with Mussel Dogs, and complete the transfer to a digital database boater tracking system. Approval of this agreement and resolution will allow for the continued protection of Clear Lake and Lake County from a devastating invasive mussel introduction.
