Subject: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Redwood Community Services, Inc. Tule House for Substance Abuse Block Grant (SABG) Eligible Substance Use Disorder (SUD) Perinatal Residential Services for Fiscal Year 2020-21, for an amount not to exceed $50,000.00 and authorize the Board Chair to sign the Agreement.

Executive Summary: Attached, for your approval, is the Agreement between the County of Lake and Redwood Community Service (RCS), Inc. Tule House for Substance Abuse Block Grant (SABG) Eligible Substance Use Disorder (SUD) Perinatal Residential Services. LCBHS is required to make available SUD treatment services to women of Lake County who are either pregnant or post-partum. These services, referred to as "perinatal services", are specifically designed to address the substance use issues related to this high risk population. Services include group and one-to-one treatment in a residential setting which are provided by certified substance abuse counselors. In addition, transportation will be provided as necessary and case management and childcare will be provided in a safe, welcoming, State certified setting.

LCBHS has contracted with RCS, Inc. in the past and has confidence that they will be able to provide quality services in a meaningful and fiscally efficient manner. The services provided at the Tule House are unique in that this is the only facility providing these services within the county. As it is the best interest of clients to refer them to services that are provided within the county.
