Subject: (a) Approve the purchase of three livescan fingerprinting machines with DataWorks Plus and year two maintenance agreements in the amount of $52,111 and (b) authorize the Sheriff or his designee to sign the purchase order.

Executive Summary: On July 16, 2020, the Lake County Sheriff's Department issued a RFP (Request for Proposal) for LiveScan equipment for use at the Lake County Jail, Alternate Work Program and Clearlake Police Department. The RFP was sent to five (5) vendors and posted on both the County and Sheriff websites. Three responses were received from the following vendors:

DataWorks Plus, NEC and Idemia.

A Consultant Selection Board was formed to review each of the proposals. Participants included Lt. Jason Findley, Retired Correctional Officer Terry Norton, Correctional Sergeant Jared Bussard, IT Director Shane French, CPD Lt. Tim Hobbs, Probation Officer Mikala Knoll and Sheriff/Coroner Administrative Manager Mary Beth Strong. The bid opening was completed on October 7, 2020 and included both an in person and Zoom meeting. After discussion amongst the committee members, a unanimous decision was made to enter into contract negotiations with DataWorks Plus. DataWorks Plus was the low bidder.
