Subject:                     A) Authorize the Public Services Director / Assistant Purchasing Agent to issue a purchase order not to exceed $65,000 to Leete Generators for a portable diesel generator, including installation; and

                                           B) Approve Budget Transfer in Budget Unit 4011, Health Services Department, Public Health Division to Object Code 62-74, to purchase and install a backup generator in the amount of $65,000

 

Executive Summary:

As your Board is aware certain County-owned and/or County-operated facilities are equipped with standby power generation capabilities sufficient to sustain day-to-day operations during emergency situations when prime power is not available. The Lake County Health Services Administration building at 922 Bevins Court in Lakeport is one such facility.

 

Lake County Health Services operates multiple state-mandated programs serving vulnerable populations in our community out of this facility. Additionally the building is the operations center for the COVID-19 Crisis Response effort and is the storage location for numerous vaccines. To keep these vaccines stable they must remain at a consistent temperature. During previous power failures we have helped community medical partners store their vaccine supplies so they do not incur a total loss.

 

In light of these public health needs it is critical to ensure sustained power at the building. To that end, Health services is requesting approval to purchase a trailer-mounted standby generator for use at this facility in case of failure of the twenty year old permanent standby generator. Furthermore the trailer-mounted portable generator could be used at other locations should the public health need arise. This installation will ensure that the aforementioned programs and services are available to the public in the event the current generator fails.

 

Funding for the generator will come from the ELC CARES Act funding. Public Services secured a quote through Leete Generators using Sourcewell, previously known as the National Joint Powers Alliance (NJPA), which meets the requirements of a cooperative purchase in accordance with the County’s purchasing code section 2-38.4. The proposed generator is a Multiquip 62kW model DCA70 diesel generator with trailer for a total price not to exceed $65,000 This price includes installation, delivery to Lake County and sales tax.
